Rise Together: Funding Climate Resilience in Tuvalu (Policy Brief)

Tuvalu has attracted substantial climate finance, but finance alone will not secure resilience. Climate finance must be visible, coordinated, locally beneficial, deliverable through Tuvalu’s public systems, grounded in outer-island priorities, and accountable to the communities and groups most affected by climate change. The core problem is not a lack of policy ambition. Tuvalu already has national climate frameworks, local governance structures, domestic funds, Island Strategic Plans, and an emerging climate budget tagging process. The challenge is delivery: limited staffing, fragmented coordination, procurement and reporting pressures, weak geographic tracking, and uneven inclusion make it difficult to follow finance from donor commitment to community benefit. The report’s recommendations are therefore designed to strengthen existing national and local processes, not create parallel systems.
